Engineering drones have awkward selection priority

Describe the issue
Engineering drones have different selection priorities and ones that are ill suited for their capabilities.

Expected behavior
- Engineering drones should be easier to select than structures because they have more capabilities.
- But that idea is questionable for T1 suite drones, which is going to be around a high tech ACU but you don't want to select them and limit your selection to T1 tech.
- Kennels should not be selected with other builders since they 1. auto assist and 2. have no suite and interrupt the user's flow of building
Possible solutions
- Change SACU drones to priority 3, ACU drones to 4, and kennel drones to 4. Open to discussion of course!
- For the case of obstructing tech, maybe the construction UI could be improved to allow placing higher tech structures than your selection allows, but it will automatically assist to high tech engineers when done so (ideally in a distributed way). The same could be extended to faction differences in construction.
