"Enable Item Requirement Restriction" - disabling has no effect with no character loaded

Just updated from 4.0.0 to 4.4.0. Disabling the "Enable Item Requirement Restriction" setting seems to be ignored when you don't have any character loaded. That is, the box remains unticked, but the items continue to be highlighted in red.

To reproduce:

• disable automatic character loading and preloading all characters
• disable "Enable Item Requirement Restriction" (box unticked)
• launch app

Observed outcome: despite no character being loaded, certain items in the vault are highlighted in red.
If you load a character now, the red highlight will go away.

Expected outcome: no red highlight on any item.
