.xlsx not working in ArcMap

Background
Add-in fails when trying to import a .xlsx in ArcMap.
Repro steps
- In ArcMap
- Open Coordinate Conversion pane
- Click the bottom Import button to import a file
- Select TabletoPoint_no_spaces.xlsx
- import fails with a "Something went wrong" message
Additional info
- Military Tools 3.5.0.317
- ArcMap 10.7.0.10450
- did not observe this problem with ArcGIS Pro
