Add ROS code under the CI build

Now that the code from @ahmadterra and @Hassamriaz is merged, I would like to ensure we know how to build it and check that it builds well every time.
Could you please take a look at the ros:kinetic-perception-xenial image under https://hub.docker.com/_/ros and try to write a Dockerfile for building your code?
