Bug: spdx license expression link 404s

Describe the bug
In visiting https://embarkstudios.github.io/cargo-deny/checks/licenses/cfg.html#the-clarify-field-optional (from #611) I discovered the link to "SPDX license expression" https://spdx.org/spdx-specification-21-web-version#h.jxpfx0ykyb60 results in a 404. I wasn't able to immediately see the correct link so opening this issue.
