Show broken link warning to users

TeSS currently detects broken links, and displays a notice to curators/admins while also excluding resources with broken links from index pages and search results.
However, regular users can still visit these resources directly through other means.
If a user ends up on a resource with a broken link, a warning message should be displayed indicating that the link may not resolve.
