When starting up, if you choose windows terminal as default terminal, it shows a blank window for a period of time even if it has a quiet argument.

Well are you using the --quiet command line argument?

Yes, If cmd is set as default, it runs quietly as expected.

Can you try to place a '&' in front of the filename. eg:
& .\TinyNvidiaUpdateChecker.exe --quiet

No, it can't be placed in shortcut.

But I found there is a "Terminal" tab in shortcut's properties window. I tried to change "Default Terminal Application", but there is no option.

I've read Microsoft's articles, there is nothing about this.

I cannot reproduce this in Windows Terminal. Weird

I forget to mention that mine is Windows 11 22H2

Oh I am on Windows 10 that's probably why..

Closing as I cannot reproduce this issue in W11
