Compset not appearing in the generated create_newcase command when on casper.

Below is the create_newcase command generated on casper:
/glade/work/altuntas/cesm.sandboxes/cesm2_3_beta09_gui/cime/scripts/create_newcase --res custom --compset --case /glade/scratch/altuntas/g.e23.GMOM_simple.test_cice.002 --machine cheyenne --run-unsupported
The compset argument is missing even though it was specified as 2000_DATM%JRA_SLND_CICE_MOM6_SROF_SGLC_SWAV in the GUI.
