Address restart file issues

restart issues:
- problems having mom history files get the right suffix
- problems having cice history files get any suffix
- what is the right time stamp to use for mediator restart files - time stamp at end of interval (as Tony did) would not be easy to implement in
The suffix issues were addressed. @mvertens, was it decided to tag at the end of the interval? If this is done, please close the issue.
