Skirmish, lost enemy is invincible..

In skirmish, when an enemy is defeated while they still have some units, those units are invincible (cannot be targeted), yet they still can attack. Furthermore, when those units take a colony, the colony is also invincible. Oh, the colony also attack...
it seems that this problem only happens when I enable "Short Game" option. Thus, I believe this is not necessarily a bug.
oh, force attack is also helpful to address this issue.
