move from travis-ci.org to some other hosted CI/CD

the travis-ci.com pricing wants there to be a credit card associated, with a conversation with their sales team about setting up a one-time OSS minutes allowance.
This sounds like enough of a hassle hat I may investigate github actions
it's out of scope for now to have a release get pushed to pypi.
https://github.com/DiffSK/configobj/actions/runs/3941715288 demonstrates that github actions could work.
Final test is seeing if it works on merge request
it does show up on merge request; looks like it may just work
