Base64 Encoding/Decoding for Files

What feature or new tool do you think should be added to DevToys?
Along with text and images, it would be great to be able to encode and decode files to Base64.
Why do you think this is needed?
This is a fairly common practice when uploading certificates, profiles, etc. to GitHub for Actions. Since they don't directly support file uploads, this is the general approach.
Solution/Idea
No mockup, but I assume a UI similar to the Base64 text UI would be perfect.
