Fix search autocomplete suggestion order

@nev-r pointed out that the search autocomplete isn't in the right order:

Shouldn't is: filters autocomplete before freeform filters?
e.g. is:exotic over source:exoticquest

you could reverse the array and it would be a better experience but i need to investigate

"armor" is supposed to be top because it's fully typed out
is: filters are supposed to take precedence over non-is
