If you read Smug's dialogues in Conversation Editor for the 4th mission, you see he promised you a third of cost for each piece of his goods. To get the discount, you need to edit M_04_Mission04.con, in Smug's dialogues for M04MeetSmuggler, you should change all flags "FordSchickRescued" to "SchickThankedPlayer".

This bug isn't fixed in Confix (at least judjing by Confix's own changelog).
