How do you open this

Im new to github and would like to know how to install and open this :)
If you only want to use it, just go to https://github.com/DarthAffe/RGBSyncPlus/releases and use the precompiled version :)
(You might need to unblock the zip in the file-properties before unpacking it or it won't work with all devices)
A proper readme might be nice though (:
