When I updated to 3.0 and 3.0.1 I found a bug, players couldn't buy from NPCs, the message is not enought money but they have enought money!
Using Essentials Economy and Vault

can you select a trader and use the /trader command?
then tell me what info you got for the wallet type
With 3.0 it somehow sometimes changes the traders wallet to Private (same as 2.x NPC wallet) so this might cause this.
I've found my bug, a convertion from the old versions to the new versions can cause this.
