BUG: Permissions assigned to "All Users" don't work correctly; can't Pin topic

Describe the bug

Can't pin or lock a topic when only permission is assigned to "All Users"

Software Versions

  • DNN: 09.13.03
  • Module: 08.01.00 RC2

To Reproduce

Steps to reproduce the behavior:

  1. Go to Control Panel
  2. Set up Forum / Forum Group permissions to NOT include Administrators, and assign "Pin" to "All Users" role
  3. Try to pin a topic, and you get an error.
