How do I get the installer on the 1.1.4

What steps will reproduce the problem?
1. I jailbroke  my iphone using Independence and installed ssh, it seams to be 
working fine.
2. I downloaded installer.zip but my tiger is not opening it

What is the expected output? What do you see instead?
