Failed when moving WSL2 on Windows11 & hinting "Access Denied" with new version

I am using Windows11 Professional 21H2, 22000.434.
I just downloaded the Ubuntu 20.04 from Microsoft Store, and converted it from original WSL to WSL2.
The situation below happened when trying to move it from C: disk to another disk:
Does anybody know why? Or just, how to fix it?
P.S. I've tried the new release version LxRunOffline-v3.5.0-11-gfdab71a-msvc.zip. I justed found that the author upload at an issue (Forgive me I don't remember which issue it is).

Successfully moved with this version, but failed when I tried to start it, showing like "Access denied" kind of hints.
Also try to reboot PC but didn't solve.
Oops.. I just uninstall it and do it again, everything went OK this time. Sorry for interruption.. :(
