BlockParticle effect location not initializing at start-up.

BlockParticles compiled as of commit 7f1335c
Paper dev 373 (Spigot 1.13.1)

The BlockParticle configured effect locations don't seem to initialize at start-up. You have to type /bp reload for it to show up.
