Use a more descriptive namspace than foobar

Arguably 'foobar' is the least descriptive name. I strongly suggest using another one, e.g. sed 's/foobar/HaLT/g'

The namespace name is a placeholder till a final name is chosen. HaLT was meant as a multi-library template library including some BLAS algorithms (matrix multiplications etc.) but currently it seems like it may remain a FFT library for the near future which would require a better name.
As foobar is at least pretty unique as a namespace name it will be quite easy to change that at a later point.
