Bug Found: Cannot use some design features

I've found a bug within my forks that means the user cannot use some designer features i.e importing/exporting a palette definition, and setting the KryptonManager palette mode to Custom. I've think that I've narrowed it down to the removal of the Design.dll which also affects this repo. I think that I may have a fix.
