Otherwise they don't get a notification of relies (by default, depending on group notification settings)
I have found the cause of why your plugin didn't send the discussion owner, I have group notifications turned off. Group notifications doesn't get turned on by default when you join a group. Just checked with a fresh install of Elgg 1.12.3.
