[Game]: Minecraft - window renders on top of everything else

Summary
When Minecraft is focused, its window renders over everything else on the display, including the Windows start menu and taskbar. I also noticed that there is a small flicker whenever I focus/unfocus on the Minecraft window, so it might be trying to use exclusive fullscreen or something like that. I did not have this issue on my old PC but the Minecraft and Borderless Gaming setups are exactly the same. My old PC had a 3060 Ti while this one has a 7900 XTX, so it could be AMD driver related
Steps to reproduce
- Launch Minecraft Java Edition, ensuring that fullscreen is off in video settings
- Use Borderless Gaming to make Minecraft borderless fullscreen
- Press the Windows key to open the start menu
- Start menu and taskbar are not visible until you unfocus on Minecraft and press the Windows key again
