Update Metrolist AMI table with new data

The Area Median Income data powering the logic behind Metrolist needs to be updated. Previously, the data had been updated using an existing Google spreadsheet.
@padora-cob we're still waiting on data from the Mayor's Office of Housing. I'll let you know when that's ready. As part of this update, we also want documentation around how this information gets updated, and if it's possible for the Mayor's Office of Housing to manage that going forward.
@padora-cob we now have new data for AMI in the existing spreadsheet. You should be able to update.
Also need to update surrounding text with current update date (https://boston.gov/income-restricted-housing-guide)
@ebshrier the text should be updated now as well. Alex walked me through the update process for both tables. If Nolin has BPDA data, I can also get that updated.
Also, I confirmed with Alex that the third table we reviewed in Drupal referencing the "maximum" percentages isn't actually tied to anything.
@ebshrier this table should be updated -- can you take a look when you get a chance? also, do you know if we have updated BPDA data?

to my eyes numbers look good. One adjustment: under the table the 100% qualifier still says 2019. Please update it to 2021. See image.
