Issue: The following Step 6 Elective Strategies Learn More links are not working: Bike Share Membership/Subsidy, Additional Bike Parking Spaces, Multimoldal Transportation Subsidy, Parking Cashout, Carpool Program with preferential spaces, Car Share Membership Subsidy, Car Share Parking, Shuttle Service, Bus stop improvements, Mixed Use Development, Bundled Transportation Options
Steps to reproduce:
- Navigate to Step 6 Elective Strategies
- Click on any of the above learn more links
- User gets a error page
Expected results: When users click on learn more links a new tab should open with the appropriate PDF
