Step 4: Baseline Strategies Error page when user clicks next after unclicking a strategy

Issue: If the user unclicks any of the required strategies on this screen, clicks the next button with out adding any comments they get a error screen. Clicking the back button sends them to the beginning of the application

Steps to reproduce:

1. Unclick one of the strategies on this screen
2. Click Next
3. User is sent to a error screen
4. If you click the back button you get sent to beginning of application and nothing is saved

Expected results:
If the user unclicks any strategy they cannot move to next screen until they enter a reason in the comment box.
