Improve chirper

Since the chat now is printed to the chat panel as well as the chirper, we need to further improve on that as discussed in #228. The following steps should be taken:
- Make chirper chat the default, add an input field to it and disable the chat panel
- Allow the user to change the behavior to use the current chat window
- Disable the normal chirper messages by default and add an option to re-enable them
- Maybe enlarge the chirper window
- Check compatibility with the Remove Chirper mod (maybe default to our own chat window if it's enabled)
