Unbundling CCI from Deputy

The CCI features for Deputy are currently part of core functionality. This is useful, but in certain cases it'd be better not to have this functionality built-in and instead have one "core" module and have CCI be split into a different module. For example, CCRF currently relies on core features, but the demographic for CCRF are mostly people who would likely never use Deputy or its other modules. So there definitely should be some kind of separation here.
