UnknownFormat in FlagLogController#eligible_flaggers

When middle clicking on the link for showing Eligible Flaggers, it opens a broken page.
Was able to reproduce on Google Chrome and Firefox, as both a logged in user and without being logged in. Direct link.
The button can be found on this post's flag logs page.
That button is intended to dynamically load content into the current page, rather than be a completely separate page. I'd consider the bug to be that the UI doesn't indicate that it's dynamically loaded content, rather than a new page.
