Command to mark as FP but not remove user from blacklist

Is your feature request related to a problem?
Yes; discussed at some length around here:
https://chat.stackoverflow.com/transcript/message/54578512#54578512
Describe the solution you'd like
We should have a chat command which indicates that a report was an FP but which does not remove the user from the blacklist.
Jeanne Dark proposes skip
but perhaps it should be reviewed in the light of the existing commands.
Describe alternatives you've considered
For the command name, I came up with fpb
which is hardly better or more transparent.
Somewhat bewilderingly fp
removes from the blacklist and fpu
adds to the whitelist instead.
For the broader topic, the linked discussion has e.g. a proposal to not report posts which predate the blacklisting event, but that seems somewhat complex and perhaps counterintuitive in some situations.
