Selected municipalities stay selected

Make sure that once a municipality is selected, if you pan around with the left-hand mouse button, the municipality stays selected. Currently, it stays selected if you pan with the mouse wheel or if you scroll in or out.
Fixed by differentiating b/w mouse click and mouse drag events
