Standup / Populate Feature Master DB

We need to deploy and populate the feature service master DB for all global place shapes from whos on first. The old instance doesnt seem like its accessible.
The DB is now live at fortis-feature-db.postgres.database.azure.com and its dump is at https://fortiscentral.blob.core.windows.net/locations/feature-service.v2.sql.gz
