[kat] Mistake in Georgian phonelist

I noticed that our Georgian broad-filtered data is several times smaller than the full Georgian broad data, despite Georgian being an otherwise very well-behaved language w.r.t. g2p. It appears this is because our phonelist for this language has the low vowel as [ɑ] but the data has [a].
I am going to assign this to myself and am glad to rerun the scrape for this language, but I am blocked on #484 now, at least on my home computer.
