World Tracking Screen Not Closing

It seems I can't turn off the World Tracking screen. I click the circle to check it, but nothing happens. I get a little thin window frame that shows up next to the World Tracker circle check.
I was using two mods, but problem shows up again when I start a new game without the mods.
