Theme/Geolocation: need a plan

What is the best way to handle the required changes in the Geolocation plugin? Right now, the plugin is modified to create the map on the homepage, to add custom pins, to embed the map on items/show, etc. How many of these changes can be rolled into the theme templates (i.e. anything that's been changed in plugin --> views/public)? Are there enough core changes that we should fork the original plugin? This is also related to the addition of tour-centered maps. We need to be sure whatever solution we propose scales well and is easily maintainable and deployable in the future.
