Unable to install Netopeerguid

After installing below three packages.Not able to make install netopeerguid.

1)Netopeerguid compilation requires libjson-devel, libnetconf2, and libyang packages.
2) run following commands in this directory.
$ make
$ make install

Issue::
[root@localhost netopeerguid]# make
make: *** No targets specified and no makefile found. Stop.

Can any one please help,if they know how to install Netopeerguid.
Kindly provide any link or documentation.
