Improving issues reporting

I'm wondering if the Participate section of http://uv-cdat.llnl.gov/contact.html should be a bit more detailed
For now, we have a link to the issues of uvcdat-site, but maybe there should also be a link to the issues of cdat as well. With details about what should go to the issues, to the mailing list, or to the askbot, so this is linked to #107
Also, @aashish24 where are you supposed to report issues about the uvcdat wiki pages? I guess that this should probably go to uvcdat-site rather than uvcdat...
You can alway specify that people who don't already have a github account can report issues to the mailing list, and assume that people who have a github account will know how to report an issue
