Missing county: Baltimore City

Currently the locations in VIAL that are in Baltimore City, Maryland just have a null county field. We'd like to fill this in because amongst other reasons, Baltimore City is on the national county priority list. @/alecfwilson has explained that Baltimore City, Maryland is a city that effectively functions as a county in that it is not in a county
Is the best way to resolve this adding Baltimore City as a county? Or is there some other special solution perhaps similar to DC?
