Do not download Quizzes, Lessons, Databases... if they where already downloaded

Would be cool if we can prevent re downloading all lessons, quizzes and databases every time somehow.
This could be made optional since there is no way to obtain sufficient evidence that such a module has undergone changes since the last review.
Downloading courses with >70 lessons, >30 quizzes take ages.
