Manage Submenu not working

Clicking 'Manage Submenu' results in nothing happening.
Kodi log includes:
13:16:41 T:15092 WARNING: Skin has invalid include: skinshortcuts-submenu
13:16:41 T:10432 NOTICE: Thread JobWorker start, auto delete: true
13:16:41 T:6016 NOTICE: Thread LanguageInvoker start, auto delete: false
13:16:41 T:10432 ERROR: XFILE::CDirectory::GetDirectory - Error getting include
I am running Helix, windows 8.1, latest git versions of Aeon Nox and skin-shortcuts. though I have tried all combinations of versions within Helix with same results.
This was a Kodi bug, fixed with xbmc/xbmc#5593 (included in Helix Beta 1).
