Money was taken when no teleport was given (island is locked)

Description

Describe the bug

If the island is lock and someone wants to teleport with /is visit from their balance money was taken and no teleporting.

Steps to reproduce the behavior

Lock island.
Teleport with another player to locked island.
Money gone and message that island is lock.

Expected behavior

That money from the balance will be taken only when you on the island.
And maybe don't show that island in GUI which islands is locked.
