The island protection something wrong with waterbucket

Expected behavior
no permission with bypass's person go others island couldnt use waterbucket then break them head
Observed/Actual behavior
when a player go other players island use the waterbucket alought it say Barrels have been banned but the head will be droped
then i go localhost server and test the same maybe some plugin wrong
Steps/models to reproduce
- go others island
- use waterbucket aim the head
- rightclick
- got the head
