improve section order for better flow

Section order:
The flow between "Methods: Performance Evaluation" sub-section and the "Results and Discussion" section feels broken by the "Using PMDA" Section.
The details in "Methods: Performance Evaluation" are very important to "Results and Discussion", but feel distant after switching context to read the "Using PMDA" section.
Maybe move "Methods: Performance Evaluation" into the final section as a sub-section?
We could move Performance evaluation into Results & Discussion although I feel that it really belongs into Methods, at least in the current form.
We could also move the whole Using PMDA after the Results & Discussion.
@VOD555 @kain88-de @richardjgowers @mimischi @iparask let me know if you have any suggestions. I haven't made up my mind.
