RTD failing

RTD fails with

 ModuleNotFoundError: No module named 'sphinx_rtd_theme'

I deleted and re-added the GitHub webhook on RTD and disabled/re-enabled pull request builds and now we get RTD builds on PRs again (hooray!) and hopefully also automatic builds on releases.

PR #268 is fixing the missing package.
