remove obsolete staging subpackage

The staging subpackage contains some untested and unmaintained (and unused) code to write Gridenengine queueing system submission scripts in Python with staging of input and output files. There are much better and well-maintained solutions for this kind of workflow automation. This code is really of little value today and if anyone really wants it (I doubt it) they can go into this project's history.
