[Registry] Register & track known logic contracts and display in some capacity in registry for verification

For now we have to verify the logic of each proxy contract by hand, rather unofficially, and cross-reference it vs other deployed logics when relevant. The logics used should be officially signed off on by devGovernance. The registry should show that each logic used is verified (twitter blue checkmark style, perhaps) and what the key of that logic is.

@GalloDaSballo perhaps @Xuefeng-Zhu can work on this? It's a lower priority relative to the immediate vaults but will help us have a more solid process for officially verifying logic contracts.
