STL_Toolkit: Simplified '.Settings' namespace

Description:
Currently the STL oM and Adapter are using a namespace BH.oM.Adapters.STL.Settings. The last part .Settings is not necessary as there is no other namespace under STL.
Suggest removing it.
Take a second look at it and it is valid to use .Settings namespace for a object to be used for adapter. Closing this issue.
