Add ability to save and load ISettings to and from chosen file paths

Description:
As in the title, currently the settings are saved to and loaded from using a predefined file naming convention. It is insufficient in case of more complex namespaces as well as subfolders etc.
I do not think it is currently relevant, therefore closing.
