Remove Dependencies on two `ACR` service connections

Need to replace wherever we rely on:
azopenapi.azurecr.ioazopenapitest.azurecr.io
named service connections.
Doing a first pass to convert to ARM connections, then will jump on 1es transition after.
Discovered and resolved:
- openapi-alps-publish

kebab-container-app release -
openapi-portal-validate-merge(build already disabled) -
openapi-portal-build-and-publish(build already disabled)
These are all the builds/release that have actually referenced the service connections in the past couple months.
